Will the Minister of Defence be pleased to state:

(a) the details of ex gratia payment made to widow/family of martyred soldier of the Army;
(b) the details of the last revision made in the ex gratia payment and the amount increased;
(c) whether the ex gratia payment made to Army soldiers is less than that of CAPFs;
(d) if so, the reasons therefor;
(e) whether Government is considering the revision of ex gratia for the Army in immediate future; and
(f) if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF RAJYA SABHA STARRED QUESTION NO. 239 FOR ANSWER ON 20.12.2021 REGARDING ‘EX GRATIA PAYMENT TO MARTYRED SOLDIER OF THE ARMY’.

(a) & (b): Government has revised the amount of ex gratia given to the next of kin in the 7th Central Pay Commission (CPC) regime. A table comparing ex gratia amounts given in 6th and 7th CPC is given in Annexure-I

(c) No, Sir. The ex gratia payment made to army soldiers is same which are given to the next of kin of CAPFs. A copy of PIB order dated 25.7.2017 is placed at Annexure-II.

(d) Does not arise.

(e) No, Sir.

(f) The amount of ex gratia is revised by the Pay Commissions, which has already been revised in 7th CPC.

Ex-Gratia Amount for CAPF Personnel

The amount of ex-gratia lump sum compensation available to the families to Central Government Civilian employees, who die in the performance of their bona fide official duties under various circumstances, has been increased on the recommendations of the 7th Pay Commission w.e.f. 01/01/2016 vide DoP & PW OM No. 38/37/2016-P & PW (A) (i) dated 04/08/2016, as under:

The rate of ex-gratia lump sum compensation for 100 percent disability to CAPFs & Assam Rifles personnel, who are disabled in the performance of their bonafide official duty under various circumstances and are boarded out from service on account of disability attributable to aggravated in service, has been revised vide this Ministry OM No. 27011/64/2010-R&W (Part) dated 07/06/2017 from Rs. 09 lakhs to Rs. 20 lakhs w.e.f. 01/01/2016.

The 7th CPC has recommended a common regime of Risk and Hardship Allowance for Army and CAPFs which has been accepted by the Government.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Shri Bahadur Singh Koli in the Lok Sabha today.
